State FIPS codes run from 01 (Alabama) to 56 (Wyoming) but skip several numbers — there are only 57 states and territories. The codes are assigned alphabetically for the original 50 states. DC is 11, Puerto Rico is 72, and the remaining territories (Guam, Virgin Islands, etc.) have codes from 60–78.
